I thinks its imperative to carry out a soil analysis as this determines the planting which also reflects the design. I've recently done two designs for houses on the opposite side of the road from each other in Cheshire. One is heavy clay soil which needed soil improvers the other is light sandy soil which needs bulking up an adding nutrients. Both were acid soils but sandy soil loving plants will not survive in clay soil! Just shows how soils vary so much.
Me if the garden dictates it!.. but it is depending on what kind of garden we are talking about, most of the stuff here is small new homes so I already no the soil is junk! :)
